Rise in Fellowship for Research Scholars is a welcome step: Shreehari Borikar
Expects MHRD to issue circular for non-Sciences Researchers at the earliest
Akhil Bharatiya Vidyarthi Parishad (ABVP) welcomes latest decision of Govt of India to raise fellowships for Research Students in the notification by Ministry of Science & Technology on Tuesday and congratulates research student community of the country for its democratic fight for hike in fellowships for last one year.
ABVP believes that this step of stipend hike with an amount from 16,000 INR to 25,000 INR for JRF and amount from 18,000 INR to 28,000 INR for JRF per month is a major step to boost the morale of researchers in the country. Also, applauds the step to increase the emoluments to research associates from previously 22,000 and 24,000 level to 36,000; 38,000 and 40,000 INR per month now.
Though the announcement made by Dr. Jitendra Singh, Hon’ble Minister of State for Science and Technology (Independent Charge) stated it to be a ‘hike for Research Scholars’, but research community expects Ministry of Human Resources Management to issue similar notification in accordance with this circular by Ministry of Science and Technology to clarify about UGC and allied fellowships for non-science researchers at the earliest, as it was inferred in the press release of DST: “Each Ministry and other agency can now use these hikes as guidelines to make suitable changes to their specific fellowship programmes.”
While welcoming the decision National General Secretary, Shreehari Borikar said that we welcome measures to have ‘a mechanism for regular evaluation of fellowship levels and to suggest periodic changes’ headed by the Secretary, DST. For ensuring timely disbursement of fellowship/scholarship which is a major concern in all institutes barring a few top institutions. ABVP hopes that the web-based fellowship assessment and disbursement mechanism, as mentioned by the Hon'ble Minister, will be in place soon and help avoid the delay in fellowship disbursement.
While congratulating student community National Secretary, Ashish Chauhan said that this is indeed a victory of the student movement, right from the online petitions by researchers in Nov 2013 to the online campaign in July 2014 and subsequent representation to the Hon’ble Ministers for Science and Technology and Hon’ble Minister for Human Resources Development by delegation of research students have ensured this is done in within the five months of the present government taking power.
